Fake Vectors
Open up Paint Shop Pro and copy + Paste your image. I'm using this picture of Rachel Bilson. You can use it to follow along if you want to.
Next, go to Adjust>>>Add/Remove noise>>>Edge preserving smooth. Type in a number and then press OK. Your finished image should turn out something like this:
I wrote these tutorials and made the images. Do not steal/copy/re-distribute them
